    The centre on integrated rural development for Asia and the Pacific commonly known as CIRDAP is an autonomous regional and intergovernmental institution. It was established in 1979 at the initiative of the countries of the Asia and pacific region and FAU of the UN.Its objectives are to assist national action, promote regional cooperation and act as a servicing institute for its member countries in promoting integrated rural development.Research action research, training and information dissemination are its main activities. Starting with 6 member countries CIRDAP now has 11 member countries. These are Bangladesh (Host Country) India, Indonesia, Lao PDR, Malaysia, Nepal, Pakistan, the Philippines, Sri Lanka, Vietnam and Thailand

    High-tech innovation growth and trade dynamics in Australia

    In this paper macro-economic interactions between high-tech innovation (telecommunications). growth and trade are analyses at the macro-economic level.Conflagrations and innovation accounting based on vector auto regression techniques have been used to estimates empirically the trade and growth dynamics in the Australian context.The paper reviews the high-tech innovation induced policy regime shifts such as the strangulation of telecommunications and the liberalization of trade and al so quantifies trade and growth dynamic.

    From its very inception in 1980 the concept of networking was central to the mission of APDC.It was envisaged from the beginning that the center should constitute the catalytic hub of a multiplicity of emerging and disappearing informal networks.The center over the last few years has attempted to ope rationalize the concept in terms of new collaborative relationship which were established with a very large number of national research and training institutions in the region as well as outside. The purpose of this paper is to present the highlights of that experience in the context of some of the major research programmes.However it should be noted that the distinction being drawn between research and training activities of the center is somewhat a forced one, since of necessity networking in research would invole diverse forms of training that is directly derived from the research work.

    European networking for research and training in development EADI's experience.

    In Europe there are a considerable number of institutions dealing with research and training on development issues. Most of them are state financed centers and institutes only a few rely exclusively on their own private resources. Even though the number of institutions is high on the contrary the number of network linking those centers together is rather limited. In this presentation we are going to deal with the principle and most extended network existing in Europe the European Association and training institutes commonly called EADI.

    At present the only digital cable connecting Sri Lanka to the rest of the world is the SE-ME-WE 2 fiber-optic undersea cable. In order to provide quality internet services to Sri Lankan users, the local internet service providers (ISPS) have to use this cable for international connectivity.

    I am very pleased to be here to deliver the shan lecture. This lecture has a glorious past history of speakers, including one of my professors of economic, sir John Hicks. Indeed to day part of the economic theory that i will use was developed by Hicks in the 1940s but is even more relevant today given the explosion of new technologies and new products that have arisen from the semiconductor revolution and the working of Moore's law.

    This paper is a contribution to the exchange of experience on networking in development research and training. An approach to international cooperation between institutes through networking cannot be understood unless the potential actors are identified.Who eventually work together and unless there is an analysis of the existing institutional mechanisms. This process however should not take us too far away from our subject which is development research and training.
